Capitol Counsel Merges with Judiciary and Privacy Security Firm Salinas & Scism

WASHINGTON, D.C. – Today, Capitol Counsel announced its merger with the boutique Judiciary and Privacy firm, Salinas & Scism, as it continues to expand its practice areas and partner expertise. Through the merger, Capitol Counsel is adding Norberto Salinas and Jason Scism as partners and co-chairs of the new judiciary practice.

“Capitol Counsel is thrilled to announce this merger as we expand our offerings for clients and address the pressing issues facing D.C.,” said Capitol Counsel Partner, Shannon Finley. “AI, data privacy and judiciary issues will play a key role in all legislative matters Congress and the administration address in the next decade. That’s why we felt it vital to add two new bi-partisan policy experts in these fields.”

Norberto Salinas brings over 15 years of public policy experience, offering valuable insights into intellectual property, technology, telecommunications, state taxation, and workforce strategy. Prior to co-founding Salinas & Scism, he launched Salinas Strategies, providing advisory services to clients on matters before the House and Senate Judiciary Committees. Salinas has held pivotal roles at Intel Corporation, influencing global workforce public policy and advancing intellectual property policy. Salinas served in senior roles on the House Judiciary Committee for then-Chairman John Conyers, and Representatives Linda Sanchez and Steve Cohen.

Jason Scism brings 25 years of public and private sector public policy experience in intellectual property, regulatory reform, and telecommunications strategy. Scism founded and ran Bridge Street Group for eight years, served as a Principal at the Bockorny Group, and played a key role as Senior Director for Government Relations with BlackBerry, focusing on patent reform and contributing to the passage of the America Invents Act. Scism also served over five years on the staff of Congressman Darrell Issa, including roles as Counsel and Legislative Director. Scism’s extensive career began on Capitol Hill, where he served on the House Commerce Committee under Chairman Tom Bliley and for Congressman John Mica.

This merger and addition of a Judiciary Practice area caps a year that saw Capitol Counsel add 5 partners and add a Defense Practice and expand our bipartisan expertise in the Commerce, Energy, Tax and Health Care practice areas.
