John Martin is promoted to Lead Healthcare Practice

WASHINGTON, D.C. – Today, Capitol Counsel announced that George Sifakis and Michael Lamoureux will join the firm as partners. Additionally, John Martin will lead the firm’s healthcare practice. These new hires and promotions bring extensive MAGA and Republican expertise in healthcare policy, tax, government affairs, and strategic advocacy to the firm and our clients.
George Sifakis brings over two decades of experience at the intersection of business, government, and strategic collaboration & communications. His career includes service as Assistant to the President and Director of the Office of Public Liaison, leading engagement efforts across industries during the first Trump Administration; along with senior roles on the Senate Small Business Committee and the George W. Bush Administration. George is also the founder of Ideagen Global, a media platform amplifying key policies and initiatives of the world’s leading companies, NGO’s and public sector.
Michael Lamoureux is a seasoned attorney and former Arkansas legislator who brings substantial expertise in political strategy and advocacy. A former member of the Arkansas House and Senate, Lamoureux served as the Arkansas Senate President in 2013 before becoming Chief of Staff to Governor Asa Hutchinson, guiding key policy and operational initiatives. With a focus on tax policy, financial services, energy, healthcare, technology, and regulatory issues, he has leveraged his deep legislative expertise and extensive government network to deliver impactful results for clients.

John Martin, who previously served as Legislative Director to Senator Tom Cotton, will now lead the firm’s Healthcare Practice. Prior to joining Capitol Counsel Martin was Vice President of Government Affairs at Pardes Biosciences and CRISPR Therapeutics, where he advanced key healthcare and biotechnology initiatives. In public service, John served as Principal Associate Commissioner for Legislation at the FDA under Commissioner Scott Gottlieb during the Trump Administration. There, he played a pivotal role in driving legislative priorities and engaging with Congress on pivotal healthcare issues. In between stints working for Sen. Cotton, John worked for Arkansas Gov. Asa Hutchinson, serving as his Senior Health Policy Advisor and shepherding the reauthorization of the State’s private Medicaid expansion, Arkansas Works, through the state legislature. Arkansas Works was an innovative solution to the Medicaid Expansion debate, providing coverage to newly eligible enrollees via private insurance and the request included a work requirement for able-bodied adults. Signed in to law in 2016, it achieved a super-majority vote in both chambers of the Arkansas legislature and covered over 250,000 enrollees.
