Jeffrey “Jeff” Carroll is a partner at Capitol Counsel and brings to the firm over 15 years of leadership experience on Capitol Hill, uniquely combining expertise in policy, political, and communications strategy. Throughout his almost three decades of public service as Staff Director for the House Committee on Energy and Commerce and Chief of Staff to Chairman Frank Pallone, Jr. (D, NJ-06), Carroll has advised hundreds of Democratic House members on health care, climate, commerce, telecommunications, and energy issues.

Positions Held

  • House Committee on Energy and Commerce – Staff Director. Actively advised Chairman Frank Pallone, subcommittee chairs, and committee members on issues including consumer protection, telecommunications, health care, energy, and the environment. Developed and managed critical relationships with stakeholders, industry groups, trade associations, and non-profits, in addition to setting the committee agenda.
  • Congressman Frank Pallone, Jr. (D, NJ-06) – Chief of Staff. Chief advisor on all political, legislative, communication, and strategic decisions. Managed the Congressman’s successful campaign to become the Senior Democrat on the Energy and Commerce Committee. Carroll implemented an active legislative and communications strategy for the Congressman both in his district, and in his work on the Energy and Commerce, and Natural Resources Committees.

Successes

Throughout the Covid-19 pandemic, Carroll successfully shepherded four bills through the House that became law. He also worked to end surprise medical bills, fight climate change, expand treatment for opioid addiction, and expand funding for essential health programs. While serving as Congressman Pallone’s Chief of Staff, Carroll helped guide New Jersey’s 6th Congressional District through Superstorm Sandy in 2012. As a legislative aide on labor and defense issues, he assisted the Congressman during 9/11 and protected New Jersey military installations from closure.
