Joseph Eannello is a partner at Capitol Counsel, LLC and brings to the firm over 10 years of national policymaking expertise on Capitol Hill and extensive campaign experience. Prior to joining Capitol Counsel, Eannello was legislative director for Congressman Kevin Yoder (R-KS), a “cardinal” member of the powerful House Committee on Appropriations. In that role, Eannello played a central part in developing Financial Services and General Government Subcommittee funding legislation. Further, as Appropriations Committee associate he oversaw the drafting of legislative branch and Department of Homeland Security funding bills. Eannello has developed strong bipartisan relationships over the years working for Representatives Yoder, Jerry Weller (R-IL), and Judy Biggert (R-IL). He has expertise in coalition building, foreign relations, and national security. He has been involved in a variety of campaign activities including consulting and team coordination for local government, statewide, and federal races. Additionally, Eannello is proficient in Spanish.
Eannello has helped to drive policy and funding provisions via the Financial Services and General Government Appropriations Subcommittee, including important amendments to the Dodd-Frank Act. He was the lead staffer on the Email Privacy Act, considered major legislation in the House Judiciary Committee to modernize the Electronic Communications Privacy Act of 1986. Eannello also led efforts to build transparency in the legislative branch, opening reports from the Congressional Research Service to the public for the first time in 2018.
