Karen Stone

Karen Stone is a partner at Capitol Counsel, LLC. Stone is a senior government affairs leader with over two decades of experience driving legislative strategy, regulatory advocacy, and policy innovation at the highest levels of government and nonprofit sectors. She has served for over a decade at Planned Parenthood Federation of America and Planned Parenthood Action Fund, including in her most recent role as Vice President for Public Policy & Government Relations. She was responsible for the strategic direction of the federation’s legislative affairs, global advocacy, and federal and state policy efforts to protect against attacks and increase access to health care for all. Prior to joining Planned Parenthood, Stone worked at American Continental Group, where she delivered federal policy wins for clients across health, education, trade, and appropriations through strategic counsel and engagement. Stone has also served as Legislative Director to Rep Dina Titus (D-NV) and as a Senior Legislative Assistant to Rep. Steve Israel (D-NY). While on the Hill, she worked on a range of issues, including appropriations, health care, education, labor, energy, and transportation.

Successes

As Vice President for Public Policy and Government Relations at Planned Parenthood, Stone led a team of legislative and policy experts in shaping key legislative and regulatory proposals related to reproductive health care—including Medicaid, public health, federal funding, data privacy, and protecting and expanding access to care. She secured major new funding for reproductive health providers during the COVID-19 pandemic and defeated a range of attacks on the organization and the care its affiliates provide. Stone also played a central role in federal policy campaigns, working to engage Congress, the administration, the media, and supporters in advancing the organization’s priorities. Additionally, she oversaw Planned Parenthood’s leadership and participation in multiple federal policy coalitions.
